The Finance Officer is located in the country office. Under the guidance and supervision of the International Operations Manager, the Finance Officer is responsible for effective delivery of financial services, transparent utilization of financial resources and management of resources mobilized by the country office.

He/she analyzes and interprets the financial rules and regulations, the Donor Agreements and provides guidance to the Programme and Operations staff. The Finance Officer promotes a collaborative, client-oriented approach consistent with UNFPA rules and regulations and works closely with the Operations, Programme and districts teams ensuring timely implementation, reporting and successful financial performance by providing the operational needs.

You would be responsible for:

  • Support the monitoring of programme financial performance, by providing necessary financial information and analysis, including implementation rate against indicators/results; detecting potential over/under expenditure problems and proposing remedial action.
  • Develop effective mechanisms for monitoring programme and project budgets; coordinating compilation of financial data; and regularly providing accurate, up to date financial information to HQ and regional offices.
  • Interpret financial policies and procedures and providing training and guidance to staff and project managers. Striving to identify innovative ways in which programme financial needs can be met within existing policies.
  • Assist in the management of the CO budget, by budget formulation, controlling allotments, monitoring expenditures
  • Maintain an effective financial recording and reporting system, internal control and audit follow-up; and processing financial transactions in an accurate and timely way.
  • Review and monitor charges for common services and cost recovery, taking into account maximum cost efficiency; representing UNFPA’s interests in financial negotiations and agreements.
  • Ensure strategic and efficient management of UNFPA project and financial resources while exercising proper financial controls and adherence to corporate financial policies, rules and regulations
  • Seek advice from the UNFPA International Operations Manager when deviation from rules and regulations and proposes alternative solutions to meet programme and office objectives.
  • Perform quality assurance activities and is able to build the capacity of the IPs
  • Assist government staff and implementing partners to achieve financial reporting deadlines and targets and to carry out activities in the fastest, most transparent, accountable and cost effective manner.
  • Review and advises on corrective action as appropriate on HACT audits and spot check findings.
  • Follow up on Programme execution to ensure compliance with MOUs
  • Timely prepare all donor reports as required by the MOUs.
  • Carry out any other duties as may be required by UNFPA leadership. 

 

Knowledge and Experience:

  • Master’s degree in Business Administration, Economics, Finance/ Audit or related field.
  • Three years’ experience in finance, audit, coordinating and managing large scale projects. Experience in managing donor resources is an added advantage. 
  • Advanced knowledge of working with internet based applications and languages
  • Proficiency in ATLAS will be an added advantage.
  • Proficiency in current office software applications.
